Creates a new review for a tool on behalf of the current user.

/review/create

Validates the request, ensures the user exists, and prevents duplicate reviews by the same user for the same tool. On success, persists the review with current timestamps.

Errors: Returns validation errors for missing/invalid data, unknown user, or duplicate submission.
